Collective Bargaining Agreement 2009-2012
The Northwestern Lehigh School Board and the Northwestern Lehigh Education Association approved the terms of a new Collective Bargaining Agreement for the years 2009-2012 at their respective meetings on April 21, 2010. At that time, the school district released a one-page highlight summary sheet. Subsequently, a complete copy of the new contract was obtained through the District’s approval of my Right to Know Request.

- The following joint statement was issued by both parties following this negotiations session:
The Northwestern Lehigh Education Association and the Northwestern Lehigh School Board want to announce that they have reached an agreement in principle, the details to be released at a later date. The parties expect final agreement and ratification by the end of April. Classes and all school related activities will continue without interruption.

- School Board presents counter proposal to the Union’s negotiating team for review prior to the next scheduled meeting on February 8, 2010.

Pennsylvania Labor Relations Board Fact Finding Report
- This document was issued by the PLRB. The document is know as the “Fact Finder’s Report” because it outlines his recommendations after reading the documents submitted by the Board and the Union as well as hearing the information presented by the Board and the Union.
- The Board and the Union must choose to accept all of the Fact Finder’s recommendations or reject all of the Fact Finder’s recommendations. It is not an option to choose or select parts of the report or select only some of the recommendations.

Union’s Statement of Open Issues
- The Union’s counter proposal was issued to the Board. The counterproposal was very similar to the previous proposal. The Board suggested Fact Finding after the Union walked out of the negotiation meeting on August 18, 2009.
August 4, 2009
- The Board issued a counter proposal to the Union even though the Union still had not presented a full counter proposal as requested by the Board.
